Short answer: Pick WooCommerce if you want the lowest total cost, full ownership of the store and data, and the flexibility to handle GST invoicing, COD, Hindi pages and custom features the Indian way. Pick Shopify if you want to be selling within days, never think about hosting or updates, and are happy paying a monthly subscription plus app fees for as long as you trade. Most Indian SMBs selling 20 to 2,000 products land on WooCommerce. Brands with an in-house team, international customers and a real ad budget are well served by either. The rest of this guide shows you how to decide for your business, not ours.

Short answer by business type

  • Local retailer or wholesaler going online (Haryana, Punjab, Delhi NCR), 50 to 500 products, lots of COD: WooCommerce. Lower running cost, Indian plugins for GST and COD, no subscription if sales are slow in month three.
  • Manufacturer selling B2B with price lists, bulk pricing, GST-registered buyers and quote requests: WooCommerce. B2B pricing, role-based catalogues and quote forms are mature in WooCommerce and awkward or expensive on Shopify’s standard plans.
  • D2C fashion, beauty or food brand with a founder who wants to run ads, not servers: Either. Shopify if nobody on the team will ever touch WordPress; WooCommerce if you plan heavy content marketing and want to own everything.
  • Dropshipper or solo seller testing products: Shopify’s speed to launch suits testing. If the test works, decide again at 500 orders a month.
  • Brand selling to the US, UK or Gulf in multiple currencies: Shopify’s multi-currency and international checkout are smoother. WooCommerce can do it with plugins, but it is more setup.
  • Existing WordPress site with a blog, services and SEO traffic that now wants to sell: WooCommerce, obviously. Adding a store to your current site keeps your rankings and one admin.

Side by side: 13 things that matter in India

What matters WooCommerce Shopify
Platform cost Free software; hosting ₹6,000 – ₹60,000 a year Subscription from roughly ₹2,000 a month on annual billing, ₹7,000 – ₹30,000 a month on higher plans
Build cost (agency) ₹9,999 for a starter store; ₹65,000 – ₹1.5 L for a growing catalogue ₹50,000 – ₹1.25 L plus a paid theme (₹15,000 – ₹30,000)
Payments in India Razorpay, PayU, Cashfree, PhonePe, UPI, netbanking; gateway fee only Razorpay, PayU, Cashfree and others via Shopify’s gateway list; gateway fee plus any Shopify transaction fee that applies to your plan
Cash on delivery Built in; free plugins for OTP confirmation, pincode check, COD fee Built in; apps for OTP, pincode and COD fee, mostly paid
GST invoicing Mature free and paid plugins for GST invoices, HSN codes, state-wise tax Tax settings plus a paid invoicing app for GST-compliant PDFs
Shipping Shiprocket, Delhivery, Pickrr plugins; pincode serviceability Same aggregators via apps; equally good
Hindi / regional pages Full multilingual with free or paid plugins; any language, any page Markets translation on higher plans or a paid app; store-wide, less flexible
Design freedom Any theme, any layout, custom code Clean themes, limited by theme and Liquid; custom work costs more
Apps and plugins 60,000+ plugins; most essentials free 8,000+ apps; most useful ones ₹500 – ₹5,000 a month each
Speed Depends on hosting and build; excellent when done right Fast and consistent out of the box
SEO control Full control of URLs, schema, blog, technical SEO Fixed URL structure; good basics, fewer levers
Maintenance You (or a care plan) handle updates, backups, security Shopify handles the platform; you manage apps and theme
Ownership You own code, data, hosting; move anytime Rented; data exports, theme and apps do not move

Shopify plan prices and transaction-fee rules change by region and billing cycle; confirm on shopify.com/in before deciding. For full three-year totals by store size see the ecommerce website cost guide.

Payments, UPI and cash on delivery

This is where Indian sellers get surprised. Shopify Payments, the in-house gateway that makes Shopify frictionless in the US and UK, is not what most Indian stores use. You connect an Indian gateway such as Razorpay, PayU or Cashfree. Those gateways charge their own fee, typically around 2% plus GST per transaction. Check whether your Shopify plan adds a transaction fee on top for third-party gateways; this has varied by region and plan, and it changes the maths for a high-volume store.

WooCommerce connects to the same Indian gateways through free official plugins and charges nothing extra. UPI, cards, netbanking, wallets and EMI all come through the gateway. On both platforms, UPI is the payment method most Indian buyers choose, so make sure the checkout shows UPI first on mobile.

Cash on delivery still accounts for a large share of orders outside the metros. Both platforms support COD natively. What matters is the add-ons: OTP confirmation to cut fake orders, a pincode check so you do not accept COD where your courier cannot collect, and a small COD fee to discourage returns. On WooCommerce these are free plugins. On Shopify they are usually paid apps at a few hundred rupees a month each, which is fine, but add them to your running cost before you compare.

GST, invoicing and shipping

You need GST registration to sell online through your own store if you cross the threshold or sell inter-state, and your invoices need GSTIN, HSN codes and the right CGST/SGST or IGST split. WooCommerce has mature plugins that generate compliant PDF invoices automatically and handle state-wise tax, including free options. Shopify handles tax rates in settings and needs an invoicing app for GST-format PDFs; good ones exist and most are paid.

Shipping is a draw. Shiprocket, Delhivery, Pickrr and the other aggregators integrate with both platforms, giving you discounted rates, label printing, tracking and COD remittance in one dashboard. If you ship your own products from one city, either platform’s native shipping zones are enough to start.

Hindi, regional languages and WhatsApp

If your buyers are in Haryana, UP, Rajasthan or Bihar, Hindi product pages lift conversion. WooCommerce handles multilingual stores page by page with free or paid plugins, so you can translate the top 50 products and leave the rest in English. Shopify’s translation works store-wide through Markets on higher plans or a paid app, which is good for a fully bilingual brand and clumsy for a partial one.

WhatsApp order alerts, abandoned-cart nudges and a chat button are standard on both. On WooCommerce they come from free or low-cost plugins and the official WhatsApp Business API through providers like Interakt or Wati. On Shopify the same providers have apps. Costs are similar because the API provider charges the same either way.

Speed, SEO and control

Shopify is fast out of the box because you cannot break it. WooCommerce is as fast as your hosting and your build. A WooCommerce store on cheap shared hosting with 40 plugins will lose to Shopify on speed every time; a WooCommerce store on good hosting, built lean, with image compression and caching, matches or beats it. Budget for hosting accordingly.

For SEO, WooCommerce gives you everything: clean URLs you choose, product and FAQ schema, a real blog, category pages written for how people search, redirects, and technical fixes without asking permission. Shopify locks the URL structure to /products/ and /collections/, limits some technical changes and makes blogging workable but basic. If content is going to be your main acquisition channel, WooCommerce has more levers. If paid ads and social are your channels, the difference matters less; our SEO and content service works on both.

Apps, plugins and what they really cost

A Shopify store that “only costs ₹2,000 a month” rarely does. Reviews, upsell, bundles, loyalty, COD OTP, GST invoices, Hindi, back-in-stock, advanced forms: each is an app, many at ₹500 to ₹5,000 a month. Six apps at ₹1,500 is ₹9,000 a month, more than the subscription. WooCommerce has free plugins for most of these; the paid ones are usually one annual licence rather than a monthly fee. Our list of WooCommerce plugins for Indian stores covers the ones we actually install.

The honest flip side: more plugins means more updates and more things that can conflict. That is what a care plan is for, and it is a cost Shopify users do not have in the same form.

Ownership, lock-in and moving later

On WooCommerce you own the code, the database, the hosting account and the customer list. You can change agencies, change hosts, or export everything and walk. On Shopify you rent. You can export products, customers and orders as CSV at any time, which is fair, but your theme, app configurations and any custom work stay behind. If Shopify changes prices or policies, you adapt or you leave.

Moving either way is possible: products, customers and order history migrate with CSVs or migration tools for roughly ₹15,000 to ₹50,000 depending on catalogue size, plus a rebuild of design and integrations. The non-negotiable is a redirect map so every old product and collection URL points to the new one; skip it and you lose the rankings you spent two years earning.

Mistakes we see in both camps

  • Choosing Shopify to “avoid tech” and then installing 15 apps. You now have a technical store with a subscription on top.
  • Choosing WooCommerce and putting it on ₹99-a-month hosting. Slow checkout, failed payments, hacked within a year. Read what a hacked store costs you before saving ₹5,000 on hosting.
  • Comparing build quotes instead of three-year cost. Build is similar. Running cost decides it.
  • Ignoring who will run the store. If the owner’s nephew will manage it from a phone, pick the admin he will actually use.
  • No redirects when migrating. The single most expensive mistake in this whole decision.
  • Hosting or Shopify account in the agency’s name. Insist that every account is in your name; see our guide to hiring a web agency.

Decision checklist

Score one point for each statement that is true for you.

  1. I want the lowest cost over three years, not the fastest launch.
  2. More than a third of my orders will be cash on delivery.
  3. I need GST invoices with HSN codes and state-wise tax from day one.
  4. I want Hindi or regional-language pages for some products, not all.
  5. I sell B2B with bulk pricing, price lists or quote requests.
  6. I already have a WordPress site with traffic.
  7. Content and SEO will be a major growth channel.
  8. I want to own the code, data and hosting outright.

Five or more: WooCommerce. Two or fewer: Shopify will suit you and you will enjoy the simplicity. Three or four: either works; decide on who will run the store day to day and get a quote on both.

FAQ

Is Shopify good for small businesses in India?

Yes, if you want a store live in days with no server to manage and you are comfortable paying a subscription plus app fees for as long as you sell. For a small Indian business with a tight budget, COD-heavy orders and 20 to 2,000 products, WooCommerce usually costs less over three years and leaves you owning the store.

Is WooCommerce really free?

The software is free. You pay for hosting (₹6,000 to ₹60,000 a year), a one-time build, a few paid plugins if you need them, and a care plan for updates, backups and security. There is no platform subscription and no platform commission on sales.

Can Shopify handle cash on delivery in India?

Yes. Shopify has a built-in COD payment option and apps for COD fees, OTP verification and pincode limits. WooCommerce has COD built in too, with free plugins for OTP confirmation and pincode checks. Both work with Shiprocket and Delhivery for COD remittance.

Which is better for SEO, Shopify or WooCommerce?

Both can rank. WooCommerce gives full control over URLs, schema, page speed, blog content and technical fixes. Shopify has a fixed URL structure (/products/, /collections/) and fewer technical levers, but is fast and tidy out of the box. If content and SEO are your main growth channel, WooCommerce gives you more to work with.

Can I move from Shopify to WooCommerce later, or the reverse?

Yes. Products, customers and order history can be migrated either way with CSV exports or migration tools, usually ₹15,000 to ₹50,000 depending on catalogue size. Theme design and apps do not move; they are rebuilt on the new platform. Set up 301 redirects for every product and collection URL so rankings carry over.

Which platform does QTC recommend?

We build both and quote both. For most Indian SMBs we recommend WooCommerce for cost, ownership and Indian-market plugins. We recommend Shopify when the owner wants zero technical involvement, sells internationally, or has a team that will live inside Shopify’s admin and app ecosystem every day.
